Nakheel is the Dubai master developer behind Palm Jumeirah, and since March 2024 it has sat inside Dubai Holding, the state owned investment company with over AED 500 billion of assets under management. That ownership is the headline for an off-plan buyer: Nakheel is not a private developer funding itself deal by deal, but a government held master developer that owns the land beneath its own schemes. Around 700,000 people live in communities Nakheel built.
The history is not spotless. Created in 2003 under Dubai World, Nakheel lost AED 13.4 billion in the first half of 2009 and completed a restructuring of roughly AED 59 billion in 2011, made possible by USD 10 billion of Abu Dhabi support, after which ownership passed to the Government of Dubai. Buyers took a real share of that shock: Palm Jebel Ali lay dormant for some 14 years after 2008, and on its revival in May 2023 Nakheel offered original contract holders buybacks rather than the homes they had paid for.
Delivery record
Nakheel delivers, but its reclamation projects have run well behind their first marketed dates: Palm Jumeirah broke ground in June 2001 and reached first handovers in 2006. Nakheel publishes completion percentages frond by frond, so progress is checkable.

Payment plans
Nakheel sells its island collections on construction linked plans: a deposit on reservation and signature of the sale and purchase agreement, instalments against build milestones, then a final tranche at completion. Most of the money falls due before you hold keys, because Nakheel does not use the long post handover schedules private developers rely on to shift stock. Instalments go into the project’s RERA supervised escrow account, and the 4% Dubai Land Department fee sits on top.
Financing has moved: through Dubai Holding Real Estate, Nakheel signed off-plan mortgage arrangements with Emirates NBD, Abu Dhabi Islamic Bank and Commercial Bank of Dubai between April and June 2026, so instalments can be funded with bank debt during construction. Get the milestone table in writing, and check whether payments trigger on dates or on certified construction stages.
Price positioning
Nakheel controls the submarkets that set Dubai’s ceiling. Palm Jumeirah villas trade near AED 5,289 per square foot, up about 14% year on year, with average sales close to AED 48 million. Dubai Islands is the volume end of the same portfolio at around AED 2,708 per square foot, average apartment AED 3.38 million.
This suits buyers who want scarce beachfront land and can hold through several years of building. It favours capital preservation over trading, not yield hunters or anyone needing a fixed handover date.
What to watch
- Reclamation risk is real risk. Palm Jebel Ali was sold once before and stopped for 14 years. Track the published percentage on your frond.
- Infrastructure lags handover. Palm Jebel Ali is planned for 35,000 families, but roads, retail and schools arrive over a decade.
- Liquidity is thin at the top. At Palm Jumeirah price levels the resale pool is small and entry is not cheap.
- Check escrow and delay terms. Confirm the escrow account, the completion date registered with the Dubai Land Department, and the remedy if it slips.

Is Nakheel a government developer?
Yes, in substance. Nakheel passed to the Government of Dubai in 2011 after its restructuring, and in March 2024 Nakheel was merged into Dubai Holding, the emirate’s state owned investment company. Nakheel now sits within Dubai Holding Real Estate alongside Meraas and Dubai Properties.
Did Nakheel buyers lose money in the 2009 crisis?
Most lost years rather than principal. Nakheel halted Palm Jebel Ali in 2008, the project stayed dormant for around 14 years, and on relaunch in 2023 Nakheel offered original contract holders buybacks instead of the villas they had bought. Bondholders were paid through the AED 59 billion restructuring completed in 2011.
When will Palm Jebel Ali be finished?
Palm Jebel Ali is being delivered in phases, not on a single date. Nakheel reported the villa programme at 26.75% complete in March 2026 and scheduled first handovers for late 2026, with further fronds following as contracts awarded in 2024 and 2026 are built out. Full completion of Palm Jebel Ali runs years past those first keys.
