Modon Properties is the Abu Dhabi government backed master developer of Hudayriyat Island, and that ownership is the reason completion risk here is low. Modon is not selling plots on land it has optioned; it is building an island it controls, with the roads, beaches, sports venues and utilities delivered as part of the same programme.

The asset is unusual enough to be worth stating plainly. Hudayriyat runs to more than 51 million square metres with 53.5 kilometres of coastline and a 220 kilometre cycle network, and it has rolling hills rising to 60 metres above sea level. Elevated land does not exist elsewhere in the emirate at this scale, which is what allows Modon to sell hillside plots with sea and skyline views rather than flat coastal frontage.

Delivery record

Modon built the island’s leisure economy before it sold a single home, which is the strongest evidence available on this developer. Surf Abu Dhabi, Velodrome Abu Dhabi, Circuit X, 321 Sports and the Marsana waterfront are open and operating. Residential delivery is earlier in its cycle: Al Naseem’s first phase is scheduled for Q4 2027, Nawayef East for December 2028 and Nawayef Village for Q1 2029, with Nawayef West under construction alongside.

Modon uses two structures depending on the community, and the difference is material to your cash flow.

A 40/60 plan is among the lighter schedules in the UAE: only 40% falls due before handover. Abu Dhabi’s registration fee is 2% against Dubai’s 4%, which improves first year returns.

Price positioning

Entry across the island runs from about AED 4.1 million for a Nawayef Village townhouse to AED 19.3 million for a Nawayef East Heights villa, with 4 to 6 bedroom Al Naseem villas between AED 7.8 million and AED 10 million. Modon suits buyers who want low density, genuinely scarce topography and a hold of five years or more inside a sovereign backed plan. It suits less well anyone needing immediate rental income or Dubai’s resale liquidity, because Hudayriyat has almost no secondary market yet.

What to watch

  • No resale history. Hudayriyat residential is new. There is no transaction record to price your exit against.
  • Owner occupier island. Low density and family oriented planning suit living, not letting. Do not underwrite this on rental yield.
  • Nawayef West is unpriced. Modon has not published unit mix or pricing for that community. Do not commit on the basis of the neighbouring phases.
  • Service charges unpublished. With managed beaches, sports venues and extensive landscaping, ask for the approved charge per sq ft before you model net returns.
